Dear Mr Kinder
I received your letter of the 25 inst but was too unwell to answer it for I
have been laid up the whole [of …] week after my arrival- Mr Burnettet had
arrived 10 days ago but in consequence of my not having been able to proceed
to Kaiping his departure has been postponed till someday this week –
I have laid your project before the Viceroy but H.E. thinks there will be
great difficulty in putting it through- the fact is I don’t think any such
project can be received with due weight when the famine is still hanging all
over the officials head- I am sorry to hear that your chances over Japan are
not bright and hope something one way or the other will [come] up soon.
I have heard of the Swatow sugar machine […] and I believe it will pay if,
as you say, [works] [with] inexpensive
[…]?
