Dear Mr. Kinder Thanks for your kind note of the 15th inst. - The retaining of the services of a gentleman with a salary below what he is properly entitled to, does not deserve much thanks. – I hope Mr. Molesworth will finish his [...] borehole before the winter sets in and puts us in a position where something about the railroad when the Viceroy's memorial is laid before the Throne. You were very kind to promise to keep down expenses as low as possible indeed I find in many cases the expenses of Foreigners in China have discouraged Chinese officials to undertake any new enterprise and I am afraid that the Petroleum works in Formosa will cease through the same complaint. I note your intention to commence a survey directly the tools arrive and before you will get along smoothly with the received tools you have at your disposal.
