Description:
An unidentified American or European standing next to a locomotive under erection at Tongshan works. The locomotive appears to be one of the four Baldwin 4-4-0 locomotives (Nos. 43-46), which were imported from USA in 1897. The unidentified American or European is very similar in appearance to the middle person in photograph P27/209 above and this photograph was perhaps taken during his visit to Tongshan in 1897, when the Baldwin locomotives were being erected.
